Buu doesn’t have a plan. Doesn’t have a motive. Doesn’t want power or revenge or recognition or anything you can negotiate with. He just exists and destroys and sometimes turns people into candy and moves on. That randomness is genuinely unsettling in a way that calculated villains like Cell and Frieza aren’t.
